-NEWSMAKERS Degrees Not Pedigree For $5 and a self-addressed envelope, Argus University in Fairplay, will provide Fido, Rover or whatever the family dog may be named with a college degree. A doctorate, in fact. "Greed," said the founder of Argus University, Charles Thomas, when asked why he founded the bogus school. "We tried every kind of legitimate business and it didn't work, so we thought we'd try an illegitimate one." Graduates of Argus, named after Odysseus' pet dog, get a parchmentlike degree for their $5. It is signed by Chancellor St.

Bernard, endorsed with a paw print and carries the school seal a dog house and book. When the competition gets -tough, a good businesswoman takes action. Dave Warmuth, an official of the Port of Seattle, says a local prostitute called him recently with a warning that a merchant vessel was then due in port and that a streetwalking competitor from Vancouver, British Columbia, was coming down to board it. "We're going to have a bunch of sailors leaving town with gonorrhea," the enterprising Seattle woman said, "And we've got enough of that in this town as it is. We don't need to import it." Nothing came of it, said Warmuth, "but it was the call of the century." FBI Director-designate Frank M.

Johnson Jr. has not recovered as fast as he hoped from surgery last August and lacks the stamina to face confirmation hearings in January, his personal physician said Monday. "I am advising him to forget about the hearings in January," said Dr. J.J. Kirschenfeld, "because he has made very little progress the last few weeks.

He eventually is going to get well, but the question is when." Johnson does not have a chronic illness, Kirschenfeld said, but simply has not recovered as fast as he should from the surgery for an abdominal aneurysm, or ballooned blood vessel. "He doesn't have anything terminal," Kirschenfeld said. Gidon Kremer, one of the Soviet Union's greatest violinists, said that for artistic reasons he has written the Ministry of Culture in Moscow ask permission to stay in the West for two more years. Flood, D. who reportedly is under investigation by the U.S. Justice Department, for the society's Distinguished Citizen of the Commonwealth Award. The award will be presented to the Wilkes- Barre, resident at the society's annual dinner Dec. 10 in New York.

The Pennsylvania Society has 2,400 members and is the largest state society. Flood, serving his 15th term in the House of Representatives, will be cited for dedication and service to Pennsylvania and leadership in advancing programs for the state's medical, educational and social welfare. The Washington Star has reported that the Justice Department is trying to determine if Flood was involved in a bribery scheme that led to the recent conviction of his former aide, SteElko. Some $87,000 has come from all over the country to help save the Village Nursing Home, where the original "Auntie Mame" lives. "Money has been pouring in from as far away as California," said Harry Waldner, assistant administrator of the home, now run by a coalition of Greenwich Village religious groups and social agencies.

He added, however, that another $13,000 must be raised by Wednesday to keep the home from closing. The current managers want to raise $275,000 to be able to take title to the -story building and be eligible for matching federal funds. JULIA'S FLOWER SHOP, INC. 237-3304 5922 N. Florida Ave.

Supreme Court Rules For Older Test Pilots WASHINGTON (AP) The SuCourt agreed Monday to decide preme whether New Jersey can turn down Pennsyvlania garbage, refused to block the government's attempt to dismantle and said test pilots in their 50s cannot be grounded simply because of their age. Taking action in about 200 cases, the justices voted to a decision by the New Jersey Supreme Court that a state has the right to prohibit the dumping of out-of-state garbage within its borders. The justices' eventual ruling, to come sometime before the end of the court term in June, could carry great impact for many states sharing New Jersey's problem of a growing shortage of available disposal sites for wastes.

THE CITIES OF Philadelphia and Glen Cove, sued New Jersey authorities in 1973 after the state legislature passed a law barring "the entry of any solid or liquid waste collected in another state." The cities, joined by the disposal firms that service them, charge that New Jersey's law violates the constitutional guarantees of free 1 interstate commerce and a 1976 federal law requiring cooperation in establishing solid waste management plans on a regional basis. New Jersey officials estimate that some 1.5 million tons of solid waste from other states was buried in New Jersey each year before the 1973 law was passed. The out-of-state dumping is continuing while the law is challenged. In another case, the Supreme Court turned down an appeal by the American Telephone Telegraph Co. aimed at getting the huge firm out from under a federal antitrust suit.

THE JUSTICES' action means the government can continue pressing its efforts to dismantle which claimed in its appeal that it could not be sued for antitrust violations because it is heavily regulated by the Federal Communications Commission and state agencies. The government's suit was filed in 1974 but has not yet gone to trial. The Justice Department wants to have stripped of its controlling interest in Western Electric, the world's largest supplier of communications equipment, and separate the firm's Long Lines Department from its 23 wholly or partially owned "operating companies." In appealing to the Supreme Court after losing its immunity argument before a federal trial judge and an appeals court in Washington, argued that competition" is precluded by state and federal laws "which require establish a single unified national telecommunications network." The justices, seven of them over 60 and the two others in their 50s, let stand a lower court's ruling that jet plane test pilots in their 50s cannot be grounded simply because of their age. While the decision of the 8th U.S. Circuit Court in the case of McDonnellDouglas test pilot Phillip Houghton involved only that specific job, its reasoning apparently could be applied to all high-risk or demanding occupations.
